The Jammu and Kashmir government ordered an inquiry on October 16 after a video showed IAS officer Kumar Rajeev Ranjan allegedly abusing a woman officer. Senior officer Mandeep Kaur will investigate the incident within 15 days. Ranjan also faces past allegations regarding an arms licence case and disproportionate assets.

A controversy has erupted in Jammu and Kashmir after a video of IAS officer Kumar Rajeev Ranjan allegedly abusing a woman subordinate during an official review meeting went viral on social media. The incident has triggered demands for action from political leaders and members of the Jammu and Kashmir Administrative Services (JKAS) fraternity. The Jammu and Kashmir government on Friday (October 16) ordered an in-depth inquiry into the alleged misconduct, appointing senior IAS officer Mandeep Kaur to investigate the matter and submit a report within 15 days. Here is what to know about Ranjan, his career, the allegations against him, the woman officer at the centre of the controversy and the political reactions. Who is IAS officer Kumar Rajeev Ranjan? Kumar Rajeev Ranjan is a 2010-batch Indian Administrative Service (IAS) officer serving as Administrative Secretary of Jammu and Kashmir's Labour and Employment Department. His responsibilities include overseeing departmental administration and reviewing the implementation of government programmes. Ranjan has previously faced scrutiny over allegations linked to an arms-licence racket in Jammu and Kashmir and a separate disproportionate-assets case. The Central Bureau of Investigation (CBI) investigated alleged irregularities in the issuance of arms licences to ineligible individuals in Jammu and Kashmir, with Ranjan among the officers linked to the case. In 2025, the CBI also registered a case against Ranjan and members of his family over allegations that they had accumulated assets disproportionate to their known sources of income. These allegations are separate from the current controversy. They should not be treated as findings of guilt. Has Ranjan faced allegations of abusive behaviour before? The latest controversy has also brought allegations about Ranjan's conduct in official interactions into focus. The members of the JKAS fraternity alleged that the incident involving Beenish Wani was not isolated and accused Ranjan of having a pattern of using "unparliamentary and demeaning language" in an official capacity. The fraternity condemned the alleged abuse and public humiliation of Wani and called for an impartial inquiry into the incident. The allegation of a pattern of abusive language has been made by the JKAS fraternity. It is distinct from the government's inquiry into the October 14 confrontation, and should not be presented as an independently established finding. What happened during the Mission YUVA meeting? The controversy centres on a review meeting held on October 14 to assess progress under Mission YUVA, a Jammu and Kashmir government initiative focused on youth entrepreneurship, employment and livelihood opportunities. During the meeting, Ranjan questioned the involvement of the National Rural Livelihoods Mission (NRLM) in work assigned to Beenish Wani's office. Wani, Assistant Director at the Employment and Counselling Centre in Ganderbal, attempted to explain the agency's supporting role and the work undertaken by her office. The exchange escalated, with Ranjan allegedly interrupting her repeatedly and using derogatory language. In the video circulated online, Ranjan is heard saying, "I am your boss, stupid." He also allegedly threatened disciplinary action against Wani, including suspension and dismissal from service. Wani objected to the way she was being addressed and challenged his conduct during the meeting. Wani told NDTV that she had attended the meeting virtually from home despite being on leave because of a fractured foot. She rejected claims that the video was morphed or generated using artificial intelligence. "Dignity of a woman should be protected. No one can treat us like that," she told NDTV. Ranjan expressed regret over his remarks but argued that the entire meeting should be considered before conclusions were drawn. The Labour and Employment Department also cautioned that selectively edited footage could create a misleading impression and said the matter would be handled under applicable rules. Who is Beenish Wani? Beenish Wani is a Jammu and Kashmir Administrative Service officer serving as Assistant Director at the Employment and Counselling Centre in Ganderbal. According to media reports, she belongs to the 2015 batch of the JKAS. The incident has prompted concerns about the treatment of subordinate officers during official meetings and the use of disciplinary authority. The JKAS fraternity has called for accountability and an impartial investigation. J&K government orders inquiry The General Administration Department appointed Mandeep Kaur, a 2004-batch IAS officer and Commissioner-Secretary of the Housing and Urban Development Department, as inquiry officer. She has been directed to submit her report within 15 days of the issuance of the order. Amit Vermani, Additional Secretary in the General Administration Department, has been appointed presenting officer. The government has ordered an inquiry, but the order does not announce Ranjan's suspension or establish any final findings against him. What have political leaders said? The incident has drawn criticism from leaders across Jammu and Kashmir's political spectrum. National Conference legislator Tanvir Sadiq said Chief Minister Omar Abdullah had written to the Chief Secretary to ensure Wani faced no retribution. National Conference president Farooq Abdullah demanded Ranjan's expulsion from Jammu and Kashmir, describing his conduct as unbecoming of an IAS officer. PDP chief Mehbooba Mufti urged Omar Abdullah to take up the matter with the Centre and demand strict action. She described the alleged conduct as "erratic and disdainful" and referred to allegations against Ranjan in the arms-licence case. National Conference MP Aga Syed Ruhullah also criticised the alleged threats against Wani's career, while other PDP leaders called for accountability. The inquiry is now the next formal step in the case. Its findings will determine what further action, if any, is taken against Ranjan.
