ACP Vivek Bhagat filed an FIR on October 13 against journalists and CJP leaders for casteist remarks and mental torture. The officer said, "Rosy made derogatory remarks about his Megh/Mehgwal caste in public." The case follows a protest at Jantar Mantar on October 3 where he faced public humiliation.
Assistant Commissioner of Police (ACP) Vivek Bhagat, posted as Sub-Divisional Police Officer (SDPO) in Connaught Place, has lodged a formal complaint against independent journalists Rosy, Gajendra Singh and Cockroach Janta Party (CJP) leaders Abhijit Dipke, Ashutosh Ranka, Sourav Das and Ratna Singh, alleging caste-based remarks, public humiliation, obstruction of official duty and reputational damage through social media posts.
An FIR was registered at Parliament Street police station on October 13 under relevant provisions of the SC/ST (Prevention of Atrocities) Act and the Bharatiya Nyaya Sanhita (BNS).
According to the complaint, the incident dates back to October 3, when Bhagat was deployed for law-and-order duty at Jantar Mantar during a protest against the Election Commission of India (ECI) and CEC Gyanesh Kumar.
The demonstration was organised amid demands for the resignation of the Chief Election Commissioner over alleged irregularities in the poll body's functioning and the Special Intensive Revision (SIR) of electoral rolls.
Bhagat alleged that near the Buta Singh roundabout, Rosy made derogatory remarks about his Megh/Mehgwal caste in public and questioned his appointment as an ACP.
He claimed that he ignored the remarks and continued performing his official responsibilities as the situation at hand demanded.
The complaint further alleges that around 3 pm, while police personnel were managing and detaining protesters, Rosy accused Bhagat of sexual assault.
The ACP claimed that Rosy and her associates repeatedly confronted him, disrupting the discharge of his official duties.
Later that evening, according to the complaint, Rosy and others staged a protest outside Parliament Street police station and raised slogans against him.
Bhagat alleged that he was publicly labelled a "sexual predator" and a "potential rapist".
The complaint also names individuals allegedly involved in circulating social media content related to the accusations.
Bhagat alleged that Rosy, Gajendra Singh and CJP members Abhijit Dipke, Ashutosh Ranka, Sourav Das and Ratna Singh shared posts and reels on X and Instagram.
He claimed that the content caused him mental distress and harmed his personal and professional reputation.
The FIR invokes provisions of the SC/ST (Prevention of Atrocities) Act concerning the alleged caste-related remarks and humiliation, along with Section 221 of the BNS, relating to obstruction of a public servant, Section 356(2), concerning defamation, and Section 3(5), relating to acts committed by multiple persons with common intention.
SEPARATE SEXUAL HARASSMENT COMPLAINT
The complaint comes amid a separate controversy involving allegations of sexual harassment against Bhagat and other Delhi Police personnel during the October 3 protest.
Three women journalists lodged complaints alleging sexual harassment and manhandling by police personnel deployed at Jantar Mantar.
The complaints were forwarded to the Delhi Police Crime Branch for further inquiry.
CJP leaders had also accused Bhagat of inappropriate conduct towards a woman journalist and demanded action against him. The allegations remain subject to investigation.
Amid the controversy, Bhagat wrote to Delhi Police Commissioner Anurag Kumar on October 5, requesting that the order assigning him the current duty charge of Additional Deputy Commissioner of Police (DCP) be kept on hold until the inquiry against him was completed.
"Considering the enquiry pending against me in the Crime Branch Delhi Police regarding allegations against me by a YouTuber, I hereby give my consent to keep this order concerning only me on hold," he stated in the letter.
Bhagat was among 12 DANIPS officers assigned the additional duty charge through an order issued on October 5. The Delhi government subsequently accepted his request and said the order would be modified and reissued for the remaining 11 officers.
It clarified that the proposal had been initiated on August 25, before the allegations emerged, and that the assignment was a temporary arrangement without additional financial benefits.
AI-GENERATED VIDEO CASE
Separately, Delhi Police arrested 24-year-old Nadeem Ahmed Ameen, a resident of Haryana's Palwal district, for allegedly creating and circulating an AI-generated video falsely portraying Bhagat sexually assaulting a woman.
Police said the fabricated footage was made to resemble CCTV visuals and circulated through social media accounts, including Instagram.
According to police, a mobile phone allegedly used to distribute the video was recovered from Ameen, who was apprehended in the Mewat region on October 5.
Investigators are examining whether others were involved in creating or circulating the video, as well as its alleged funding and any wider conspiracy.
The allegations against Bhagat and the accusations in his complaint against Rosy and the others are being examined separately. The FIR does not establish the guilt of the individuals named, and the outcome will depend on the findings of the ongoing investigations.
