The Tamil Nadu government approved the Tamil Nadu Infrastructure and Construction Corporation on November 6, 2026. This new state entity will handle government projects worth over ₹200 crore. Minister Aadhav Arjuna said, "This corporation will be set up to world-class standards to compete with leading private companies." It aims for efficiency.
Sanction has been accorded for setting up a state public sector entity, the Tamil Nadu Infrastructure and Construction Corporation, which would take up construction works of the state government valued at above ₹200 crore, officials said on Sunday.
Pursuant to an announcement made by Minister for Public Works and Sports Development Aadhav Arjuna in the State Assembly on August 18, 2026, a Government Order has now been issued to implement the proposal, they said.
The Tamil Nadu Infrastructure and Construction Corporation will be established to undertake government building projects in the state costing more than ₹200 crore, Arjuna had said.
The construction corporation's scope of functions would include constructing buildings to generate revenue on unutilised government land. It would also participate in national and global bids for building construction projects floated by private companies.
"This corporation will be set up to world-class standards to compete with leading private companies," the minister had said.
Townships, industrial hubs, tech parks, IT cities and business parks would be developed.
The corporation would also provide project management consultancy, high-quality architectural designs and quality control services.
To implement the minister's announcement, the Engineer-in-Chief and Chief Engineer (General), Public Works Department, Chennai, submitted a proposal seeking approval.
In his proposal, the senior official outlined the establishment of TNICC as a wholly owned State Public Sector Undertaking, modelled broadly on NBCC (India) Limited, a Navratna enterprise of the Government of India under the Union Ministry of Housing and Urban Affairs, with necessary adaptations to meet the requirements of the state.
The Government Order dated November 6, 2026, said: "The government, after careful examination, have decided to accept the proposal of the Engineer-in-Chief and Chief Engineer (General), and hereby accords sanction for the establishment of the Tamil Nadu Infrastructure and Construction Corporation (TNICC) as a wholly owned State Public Sector Undertaking.
"TNICC shall take up state government works above Rs 200 crore on the TANSHA (The Tamil Nadu State Highways Authority) model, floating and managing tenders, with contractors executing the works. It may also provide project formulation, design and quality control services to user departments. Participation in tenders of private entities shall be through the proper process."
According to the Engineer-in-Chief, Tamil Nadu's rapid urbanisation demands a highly efficient, agile and self-sustaining agency to execute public infrastructure projects. To enable faster decision-making, streamline implementation processes and respond effectively to emerging infrastructure needs, there is a compelling need to establish a new corporation.
Considering the increasing scale and complexity of infrastructure requirements, there is a need for a dedicated institutional mechanism with an appropriate corporate structure, professional expertise and operational flexibility to undertake large-value construction projects.
A self-sustaining and professionally managed corporation can also generate revenue through project management and consultancy services, making it a strategic institutional mechanism for meeting the state's long-term infrastructure needs.
It may be recalled that the DMK government established TANSHA in 2024 to take up major road infrastructure projects.
