The Uttar Pradesh government has approved proposals to issue Letters of Comfort (LoCs) to four industrial units under the Uttar Pradesh Global Capability Centre (GCC) Policy-2024. The four units are expected to bring a total investment of ₹1,709.84 crore to the state.
The approved proposals include those of Havells India Limited, Ameriprise India LLP, MetLife Global Operations Support Center Private Limited, and LG Soft India Private Limited.
The establishment of these projects in Gautam Buddha Nagar is expected to strengthen the state's Global Capability Centre (GCC) ecosystem and expand high-skilled business activities.
Havells India Limited has proposed an investment of ₹879 crore for a project within the jurisdiction of the New Okhla Industrial Development Authority (NOIDA) in Gautam Buddha Nagar. The company's proposal has been approved for incentives on a case-by-case basis.

Uttar Pradesh Finance Minister Suresh Kumar Khanna said the state government had notified the Uttar Pradesh Global Capability Centre Policy-2024 on May 7, 2025, with the aim of positioning the state as a competitive investment destination at the national and international levels. To ensure its effective implementation, the GCC Implementation Manual-2025 was also issued on January 7, 2026.
In this context, the proposals submitted by the four industrial units were discussed at a meeting of the high-level empowered committee chaired by the Uttar Pradesh Chief Secretary on July 10, 2026. With the Cabinet's approval, the way has now been cleared for the issuance of Letters of Comfort to the four units.
GCCs serve as hubs where multinational corporations and large companies undertake technology development, research, financial services, digital operations, engineering and other global business functions.
The expansion of these hubs is expected to create new investment opportunities in the state, generate employment for skilled youth and strengthen Uttar Pradesh's presence in the global business services sector.
