The Ministry of Electronics and Information Technology (MeitY) has selected CoRover.ai to build a unified agentic AI platform for government services, with DigiLocker set to be the first implementation.
The contract was awarded by the National e-Governance Division (NeGD) following a quality-and-cost based selection process. CoRover emerged as the top-ranked bidder with a final score of 100, ahead of Kyndryl Solutions, which scored 91.24, according to the government's evaluation document.
The project is aimed at creating a common AI platform that can be used by government departments to develop and deploy AI assistants and bots for different services, rather than building separate systems for individual use cases.
DigiLocker will be used as the initial implementation of the platform. The first version is expected to enable users to interact with DigiLocker through an AI assistant for tasks involving documents and connected government systems.
The DigiLocker implementation includes a four-month development phase, followed by 12 months of operations and maintenance support.
The broader platform is expected to provide tools for developing and managing AI agents, along with controls around model and prompt management, monitoring and security. The government tender also includes safeguards against risks such as prompt injection and jailbreak attempts, as well as monitoring of agent activity, task completion, failures, latency and AI-related costs.
The platform is intended to allow AI agents to perform tasks through connected government systems, subject to requirements around authentication, user consent and other controls.
CoRover, which develops the BharatGPT platform, was among the companies that participated in the government procurement process. The company said more than 80 firms had participated in the tender, with six subsequently empanelled for pan-India implementation.
