The YSR Congress Party (YSRCP) has submitted a representation to the Andhra Pradesh State Election Commission (SEC), demanding that an urgent all-party meeting be convened to address its electoral concerns and clarify procedures ahead of the local body elections.
A copy of the representation has also been forwarded to the Election Commission of India (ECI).
In a letter dated October 7, YSRCP State general secretary and MLC Lella Appi Reddy said an inclusive consultation with all political parties was necessary to ensure free and fair elections and to protect equal opportunity for candidates and voters.

The YSRCP urged the SEC to convene the meeting at the earliest, preferably before issuing the formal election notification, and to invite senior officials to establish uniform guidelines across the State.
Among the key issues highlighted in the representation, the YSRCP raised concerns over "delays and obstructions" in issuing caste or community certificates and no-dues certificates and no-objection certificates (NOCs) to prospective candidates, which local officials have reportedly attributed to server failures across the State.
The party demanded an impartial inquiry into the role of senior Grama and Ward Sachivalayam (GSWS) officials and called for directives to district authorities to resolve these administrative bottlenecks.
YSRCP insists on transparency in SIR process
Citing apprehensions over voter intimidation, political interference and potential misuse of official machinery by the ruling party, the YSRCP requested the deployment of Central Armed Police Forces (CAPF) to maintain order during the election process.
The representation also called for a review and rectification of ward delimitations across the State before their finalisation.
On voter lists, the YSRCP urged the SEC to prepare ward-wise electoral rolls for municipal elections only after completing the Special Intensive Revision (SIR) and publishing the final rolls, subject to applicable judicial directions.

Other matters requiring clarification include rules governing seat reservations and rotations, election schedules and phasing, nomination and scrutiny procedures, indirect election processes for Mayors and Chairpersons, enforcement of the Model Code of Conduct, the neutrality of election officials and a time-bound grievance redressal system.
Mr. Appi Reddy urged the SEC to circulate an agenda in advance and issue binding written directives after the meeting to ensure consistent implementation across all districts.
