The Union Cabinet on Tuesday (October 6, 2026) passed a resolution congratulating Prime Minister Narendra Modi on completing 25 years of continuous leadership as head of government.

The resolution traced how Mr. Modi carried Gujarat's initiatives to the national stage. "PM Modi's sensitivity towards poverty grew from watching his mother struggle with everyday hardships and encountering deprivation during his travels," it said, linking his experiences with schemes providing homes, water, banking, and healthcare.

It listed initiatives aimed at empowering women, encouraging startups, expanding opportunities for youth, supporting farmers and vulnerable tribal communities, also noting that over 25 crore people had been lifted out of poverty.

'Political risks'

The resolution highlighted Mr. Modi's push for reforms "despite political risks", referring to the Goods and Services Tax (GST) and other measures. "Under PM Modi's leadership, public capital expenditure rose from ₹2 lakh crore to over ₹12 lakh crore, alongside highway expansion, and railway electrification. Electronics production increased from around ₹2 lakh crore to more than ₹13 lakh crore," it said.

Defence production and semiconductor manufacturing reflected his determination to strengthen India's ability to meet its needs, the resolution stated. Mr. Modi's faith in technology emerged through achievements spanning everyday services and scientific frontiers, the resolution said. It mentioned initiatives such as Jan Dhan, Aadhaar, use of mobile connectivity for improved welfare delivery, and UPI.

"Developing India's own COVID vaccines and landing Chandrayaan-3 near the Moon's south pole demonstrated PM Modi's vision of a scientifically capable, self-reliant, Atmanirbhar Bharat," it said, underscoring private space participation and work in areas of AI, quantum technology, and biotechnology.

"The resolution highlights PM Modi's ability to give India direction through global upheaval. During COVID, he united the country, backed domestic vaccine development and enabled rapid vaccination. During the West Asia crisis, timely decisions and energy security measures helped India withstand disruption," said a government release.

The resolution said 2016 surgical strikes, 2019 Balakot air strikes and 2025 Operation Sindoor illustrated the national security red lines established under Mr. Modi. It also hailed decisions on Article 370, One Rank One Pension, and creating the Chief of Defence Staff's post. It said action against Maoist terrorism and peace efforts in the Northeast reflected leadership combining resolve, development, and stability.

On foreign policy

On foreign policy, the resolution cited the consensus arrived at G20 and BRICS, advocacy for the Global South, and the African Union's G20 inclusion. "Vaccine Maitri demonstrated how India's capabilities could serve others. Honours from 36 countries underline the international regard accompanying PM Modi and India's growing influence and contribution to shared solutions," it said.

It also noted Mr. Modi's policies on renewable energy sector; Yoga and millets promotions, and Kashi Vishwanath Dham and Ram Lalla's consecration strengthened, reaffirming his vision of "collective effort towards a prosperous, self-reliant and developed India by 2047".
