Congress asks PM Modi to break silence on paper leaks, act against Pradhan

Congress is really pushing the government on exam paper leaks. They want PM Modi to speak up and take action against the Education Minister, saying, "What compulsion does Narendra Modi have that he appointed an unqualified person as the education minister?" They feel the government can't even run one exam right and want strict laws.
