Centre defends GST growth, says 11% estimate uses like-for-like base

The Centre defended its 11% GST growth estimate, saying it uses a like-for-like tax base. Former finance secretary Subhash Chandra Garg argued that excluding the withdrawn compensation cess masks the revenue impact. The CBIC said, "A growth rate is meaningful only when it is computed on a comparable basis."
