Cities compete in dizzying 'gold rush' to be Japan's backup capital
Japan’s legislature recently passed a bill to create a secondary capital to ensure government continuity during emergencies. Thirteen local governments, including Osaka and Fukuoka, have joined the race for this role. Masashi Kawai said, "A 'don't-miss-the-gold-rush' mentality has taken hold."
