The chains have gone, but the problem persists

On 6 August 2001, 28 inmates died after a fire broke out at a mental asylum in Erwadi. The tragedy exposed the cruel practice of chaining patients. In October 2025, the Supreme Court directed the NHRC to monitor the Mental Healthcare Act 2017 as such illegal practices still continue today.
