A ruling, a rumour, a rush: What happened before thousands crossed into Spain’s Ceuta enclave from Morocco

On Thursday, between 2,000 and 3,000 people crossed into Spain’s Ceuta enclave from Morocco. Videos showed many swimming or rushing through a broken border gate. The Spanish interior ministry said 18 migrants died during the surge. Prime Minister Pedro Sánchez sent 200 police officers and 60 troops to reinforce the border.
